Definitions/comments

Risk of poverty: before social benefits (social welfare, supplementary benefits for pension and disability insurance).
Rate of material deprivation: lack of financial resources in at least three of nine categories: unable to meet unexpected expenditure up to CHF 2000; cannot afford one week’s holiday per year away from home; outstanding payments (mortgage, rent, running costs, etc); unable to afford a meal containing meat or fish (or vegetarian equivalent) every other day; unable to heat dwelling sufficiently; cannot afford a washing machine; cannot afford a colour television; cannot afford a telephone; cannot afford a car.
